Leadership Changes in Polish State-Owned Companies: An Executive Search Perspective

Agnieszka Kulikowska comments for XYZ on leadership changes in Polish state-owned companies from the perspective of the executive search market.

XYZ article focuses on the scale and frequency of CEO changes in companies with State Treasury ownership and raises the question of management stability. My commentary complements this analysis with a perspective from the practice of senior leadership selection across different levels of organizations. Below is the full published text:

“From the perspective of the executive search market, it is clear that the scale of changes in State Treasury–owned companies after the elections was significant, although still smaller than in previous years. This suggests that leadership turnover is no longer seen as a goal in itself. Increasingly, the discussion is shifting toward the quality of the selection processes and the real ability to implement strategy in organizations of such scale and complexity.”

At the same time, an important qualitative shift can be observed in the way some executive roles are being filled. More frequently, these processes follow market standards — from structured competitions and professional support in candidate assessment to full, proactive executive search processes conducted with the involvement of advisory firms. In practice, this approach applies primarily to the selection of management board members and key executive roles. In contrast, in the case of many CEO positions in the largest companies, decisions tend to be driven more strongly at the ownership level.

There is also greater openness on the part of the Ministry of State Assets to dialogue with the market and the expert community, both regarding standards for appointing management and supervisory board members and, more broadly, in the area of corporate governance.

At the same time, in companies where the most frequent changes at the top have occurred, it is more difficult to distinguish the effects of current decisions from the consequences of longer-term processes. This naturally complicates any assessment of management effectiveness.

In the context of building a broader pool of managerial talent, it is also worth noting the growing number of executive search processes focused on the appointment of management board members and key executive roles — not only CEOs. These processes, based on systematic evaluation of competencies and potential, can help expand the pool of potential candidates, including women. Initiatives undertaken by the Ministry of State Assets to incorporate good practices and diversity considerations align with this direction and are seen as part of a longer-term effort to raise governance standards, the results of which are likely to become visible in the medium rather than the short term.”

Many thanks to Małgorzata Grzegorczyk for the invitation to contribute and for the thoughtful conversation around this topic.
